World of Balance → World of Ruin
The game pivots at the end of the World of Balance. In the World of Ruin you start alone as Celes and rebuild the party across an open map.
- Solitary Island: the WoR opens with Celes; the path forward is gated behind a small, famous sequence — persevere to reach the mainland.
- Get the airship (the Falcon, via Setzer in Kohlingen) to open the world. From here, recruitment is largely your choice.
- Re-recruit everyone: Edgar & Sabin, then optional hunts — Locke (Phoenix Cave, earns the Phoenix Esper), Terra (Mobliz), Cyan (Mt. Zozo), Strago & Relm (Thamasa / Ebot's Rock), Gau (the Veldt), Mog & Umaro (Narshe caves), Shadow (the Veldt, if you saved him), and Gogo (inside the Zone Eater).
- Grind with intent: before mass-leveling, equip each character's stat Esper. Then clear the Eight Dragons and Kefka's Tower.
Bosses, the Eight Dragons & the finale
- The Eight Legendary Dragons (World of Ruin) are the optional superboss set — scattered across the map and Kefka's Tower, each with its own element/quirk. Defeating all eight unlocks the Crusader Esper.
- Atma Weapon (Floating Continent) and Ultima Weapon (Kefka's Tower) are the marquee mid/late bosses — Atma scales damage to your HP, so a Reflect/heal plan matters.
- Doom Gaze roams the WoR skies in the airship — chip it down across encounters; it's tied to the Bahamut Esper.
- Kefka's Tower is a three-party gauntlet: split your roster into three balanced teams (each wants healing + damage), then the multi-tier final battle. Reflect, Ribbon, and a dualcast nuker close it out.
⚠ Spoiler — the story & ending
The Empire, driven by the court mage Kefka and Emperor Gestahl, drains the Espers for magic power. Midway, the cast reaches the floating continent and the sealed Warring Triad statues — and Kefka betrays Gestahl, seizes the gods' power for himself, and shatters the world. The first half ends in apocalypse: the World of Balance becomes the World of Ruin.
You begin the second half alone as Celes on a dying island and must re-recruit the scattered party across the ruined world — almost every character is optional from here. Kefka now rules as a literal mad god, sapping hope with the Light of Judgement.
The finale climbs Kefka's Tower with three parties, ending in a multi-tier battle against Kefka's ascended forms. He is the rare FF villain who actually wins for a while — a genuine nihilist who destroyed the world. Beating him restores life and magic fades from the world as the party escapes the collapsing tower.
